The October 2021 communiqué emphasized that engagement with the new Afghan rulers had to reflect “facts on the ground” while still pressing for an inclusive government and placing reconstruction responsibility on NATO members and other states that had participated in the Afghan mission for two decades. Subsequent rounds–Moscow in November 2022, Kazan in September 2023, and Moscow again in October 2024—reiterated core demands that included action against all terrorist groups, especially Islamic State (ISIS and affiliates), eradication of narcotics, depoliticized humanitarian aid, release of frozen Afghan assets, and rejection of foreign military bases in Afghanistan or neighboring states. The 2023 Kazan meeting expressed the sharpest concern over political pluralism and restrictions on women and girls, but this language softened as regional engagement deepened. By the seventh meeting in October 2025, the tone shifted significantly. Russia formally recognized the Islamic Emirate, while Kabul’s foreign minister attended as a full participant. The joint statement praised Kabul’s consolidation of authority, counter‑ISKP (local affiliate of ISIS) operations, and a UNODC‑cited 90 percent drop in poppy cultivation since 2022. A Changing Geopolitical Map The eighth round will meet during heightened volatility across Eurasia and the Middle East. Russia remains deeply absorbed by the Ukraine war, yet the Moscow Format allows it to demonstrate continued convening power and to present itself as a stabilizing actor outside traditional diplomatic or UN-led structures. The most acute tension, however, lies between Afghanistan and Pakistan. Islamabad claims the most recent strikes in Paktya, Kunar and Helmand killed Tehrik‑e‑Taliban Pakistan (TTP) militants, while the Taliban’s Emirate authorities refute the claim pointing to scores of civilians, including women and children, killed. The UN mission, UNAMA, assessed at least ten civilians dead and many injured in the latest attack, noting more than 1,100 civilian casualties on the Afghan side this year from aerial and ground attacks.
